What are threshold amounts?
Threshold amounts determine which procurement regime applies to a public contract. When the estimated value of a contract equals or exceeds the threshold, the contract must be tendered at the European level. Thresholds are set every two years by the European Commission and apply to all EU member states. The amounts below apply from 1 January 2026 to 31 December 2027 and are exclusive of VAT.

How to calculate contract value
The estimated contract value is calculated as follows: total value excluding VAT, including all options and extensions. For framework agreements, use the total maximum value of all contracts over the full duration. Artificial splitting to stay below thresholds is prohibited.
Below the threshold
Below the thresholds, national rules from Part 1 of the Procurement Act apply. The contracting authority may choose from single private award, multiple private tender, or national open procedure depending on the estimated value.
Practical tips
- Calculate conservatively: When in doubt, assume the higher value and tender at European level
- Document the estimate: Record how you arrived at the estimated value
- Check procurement policy: Your organization may apply stricter thresholds than statutory requirements
- Index annually: National reference values are not automatically adjusted
