Waterschap Hollandse Delta (WSHD) is seeking a realisation partner for the large-scale renovation of the Sluisjesdijk (SLDK) sludge treatment plant, known as Project Sluisjesdijk 2.0. The existing installations, built in 1986, are nearing the end of their service life. The renovation follows an integrated, step-by-step approach in which each sub-process (e.g., mechanical, E&I, civil engineering) is designed and executed within a construction team framework. The plant must remain fully operational during the works, necessitating temporary installations. For each sub-process, a final design (DO) or an extract (UO) is prepared based on a preliminary design (VO+). Subsequently, the realisation partner may submit a tender; if approved, they will be awarded the contract for that phase. Some sub-processes may be awarded outside of the construction team.

06Frequently asked questions

What is the intended approach for the renovation of the Sluisjesdijk sludge treatment plant?
The renovation takes place via an integrated, step-by-step, and modular approach in which sub-processes are renovated per phase. Work is carried out in a construction team framework to establish a final design (DO) or extract (UO) per sub-process based on a preliminary design (VO+).
How is the continuity of business operations ensured during the works?
Throughout the entire renovation of Project Sluisjesdijk 2.0, the sludge treatment plant must remain fully operational. For the sub-processes that are taken out of service, temporary installations will be placed where necessary.
Which disciplines are the works within this project focused on?
The execution works consist mainly of mechanical, E&I-TA, and civil engineering works, supplemented by various other fields and disciplines.
Will the contract for all sub-processes be awarded to the realisation partner?
Although the majority of the sub-processes will be realised via the construction team framework with the realisation partner, the contracting authority retains the possibility to award certain sub-processes to a specialised contractor or to design and/or award them outside of the construction team framework.
