Pan-European cost efficiency benchmarking of gas and electricity transmission system operators (TCB21)
The Autoriteit Consument en Markt (ACM) has commissioned CEER (Centre for European Economic Research) to conduct the CEER TSO Cost Efficiency Benchmark 2021 (TCB21). This benchmark focuses on the total operational costs (TOTEX) of electricity and gas transmission system operators (TSOs) for the reference year 2021. The objective is to determine a static cost efficiency factor per TSO, allowing national regulatory authorities (NRAs) to align tariffs with the actual, efficient costs of comparable network environments. The study follows the methodology of previous CEER benchmarks (TCB18, TCB18) and will provide a report containing methodological explanations, data analysis, and recommendations. The assignment is an open procedure for services and requires thorough data collection, methodological transparency, and timely delivery.

Since 2003 the CEER has performed several cost efficiency benchmarks of electricity and gas transmission system operators (TSO(s)), the most recent being the CEER TSO Cost efficiency Benchmark 2018 (TCB18 ) study with reference year 2017 . Formally, each benchmark is procured by one of the national regulatory authorities (NRA(s)) on behalf of CEER . The purpose of these benchmark studies is to derive a static cost efficiency figure (TOTEX based) for each of the participating TSOs. . TSO benchmarking is of relevance to NRAs as European regulation stipulates that tariffs of a TSO shall reflect t
02Exclusion grounds
- No specific exclusion grounds were extracted. In a European tender, the mandatory and discretionary grounds of art. 2.86/2.87 of the Dutch Procurement Act almost always apply — check the European Single Procurement Document (ESPD).
03Value in context
The contracting authority did not publish an estimated value — common for a large share of contracts. The EU threshold for diensten is € 221.000, for reference.
