The Ministry of BZK is looking for a contractor to carry out three editions of the Integrity and Safety Monitor between 2026 and 2030. The assignment includes both qualitative and quantitative research into aggression, intimidation, and integrity within public administration.

01What is being requested
Carrying out three editions of the Integrity and Safety Monitor (2026, 2028, and 2030) consisting of qualitative and quantitative research. The assignment has a duration of 4.5 years with an estimated value of € 570,000 excluding VAT, with a possible extension via a revision clause for € 150,000 excl. VAT.
The Integrity and Safety Monitor has evolved into the Monitor as we know it today. The Monitor is conducted every two years. This involves attention to both the personal experiences of political officeholders and government employees, as well as policy at the organizational level. The results map out trends and developments. This insight is important for further policy development. The goal of the three monitors is once again to map to what extent aggression, intimidation, and (suspected) integrity violations occur in public administration and to obtain insights to increase the effectiveness o

Prepare a concrete Social return plan, as this is a mandatory requirement of 2% and must be submitted within one month after the award.
