The Province of Zuid-Holland, the Municipality of Den Haag, and the Municipality of Rotterdam have jointly organized a market consultation for a new Network Management System (NMS). The current system, MobiMaestro, is expiring, and the parties wish to renew the agreement jointly to improve costs, efficiency, and interoperability. The consultation focuses on a service procurement in which a supplier provides a fully integrated NMS that supports all existing measurement sensors, central traffic management systems, and communication connections. Key points of attention are scalability for multiple municipalities, data privacy, security, user-friendliness, maintenance and support services, and the possibility of integration with future traffic management technologies. The parties are seeking a partner with proven experience in traffic infrastructure who can deliver a modular, cloud-based platform that complies with Dutch laws and regulations and international standards.

The Province of Zuid-Holland, Municipality of Den Haag, and Municipality of Rotterdam (hereinafter collectively referred to as 'Parties') use traffic management as a policy instrument to maintain traffic flow and accessibility. To this end, they make use of various measurement sensors, central systems, and communication connections through which traffic management measures are deployed. For the management of these systems, the Parties use the Network Management System MobiMaestro. Due to the fact that the current agreements are approaching the end of their term, the NMS must be re-tendered. Th
