“Collection of counting data from permanent counting points on provincial roads in Gelderland (2025-2028)”
Provincie Gelderland has 272 permanent traffic counting points (Marksman M660/M680) that provide real-time data via a modem developed by HIG Traffic Systems B.V. Since 2021, the current supplier has been awarded the collection and maintenance of these counting points, but the agreement was terminated in 2022 due to breach of contract. HIG continues to perform the work under a temporary agreement until 1 January 2025. Because HIG is the only party capable of reading the counting points in real-time, the province has decided to award the contract for the next two years and two option years exclusively through an award without competition to HIG, based on the exception provision of the Aanbestedingswet. The contract concerns the continuation of the collection and maintenance of the counting points, which is essential for measuring traffic intensity, composition, and speed, and for determining the noise production ceiling under the Omgevingswet.

There are currently 272 permanent counting points in the province of Gelderland. Traffic is counted at these points, distinguishing between time, direction, speed, and composition (light-medium-heavy). These counting points form the basis of our measurement network of approximately 800 road sections. The road sections that are not continuously counted are measured annually via FloatingCarData (FCD). In this case, only intensities per day, per direction are counted. The composition and hourly distribution of traffic at these periodic locations are derived from the data of the nearest permanent
