01What is being requested

Alliander N.V. has issued a closed tender (TenderNed 368613) for the implementation of a construction-flow-oriented approach to reinforce low-voltage networks. The project requires continuous, predictable execution, minimizes dependencies, and focuses on complete neighborhood solutions with a fixed technical scope.

Due to the increasing grid load, significant additional investments in the low-voltage network are necessary. The speed at which these investments must be realized can no longer be achieved with the current method of working. Therefore, in addition to the existing production line, a separate production line is being set up to upgrade LV networks in a neighborhood-oriented manner. We are doing this because we cannot create the conditions in the existing production line for the intended growth to a tempo of 100 neighborhoods per year from 2028 onwards.n/nThe core objective of the LV Production L

02Exclusion grounds

Exclusion grounds — consult the ESPD
  • No specific exclusion grounds were extracted. In a European tender, the mandatory and discretionary grounds of art. 2.86/2.87 of the Dutch Procurement Act almost always apply — check the European Single Procurement Document (ESPD).

06Frequently asked questions

What is the objective of the LV Production Line?
The objective is to proactively realize the reinforcement of existing low-voltage networks to a future-proof state in a neighborhood-oriented manner, at the highest possible tempo and correctly the first time.
What does the intended construction-flow approach entail?
The approach works like a 'conveyor belt' where a contractor receives a guarantee of a continuous flow of neighborhoods within a geographic area. This allows crews to move directly to the next neighborhood as soon as a phase is completed.
What is the technical scope of the Neighborhood Approach?
The scope includes eliminating grid bottlenecks by reinforcing and expanding low-voltage (LV) and medium-voltage (MV) connections. This includes, among other things, earthworks, drilling, laying electrical cables, and connecting cables in stations.
Until when is the realization of this work package expected?
It is expected that this work package will be realized until approximately the year 2045.
What are the characteristics of the execution within the LV Production Line?
The execution focuses on exclusively predictable work, minimal dependencies, early insight into risks, solutions for the entire LV network of an entire neighborhood, and a clearly defined technical scope.
