The Central Government Real Estate Agency (Rijksvastgoedbedrijf, RVB) has been commissioned to realize a new, future-proof Technology Center Land (TCL) for the Technical Department in Leusden. The current workshop, in use since 1956, is outdated and has a maintenance backlog due to budget cuts within Defence. The new facility must support the full Depot Level Maintenance (DLM) of land-based weapon systems, including periodic and major maintenance, modifications, testing, and projects to improve the deployment of the Army. The TCL must comply with strict safety and security standards, be flexible for future technological developments, energy-efficient, and sustainable. Additionally, the project must be integrated with existing infrastructure, comply with Dutch building and environmental regulations, and be realized within the established timelines and budgets. The contract is subject to a non-public procedure, aimed at a specialized contractor with experience in defense and high-tech constructions.

Since 1956, the Technical Department has been housed in its current workshop in Leusden. Initially, this was only for the overhaul of the tank of that time, the Centurion. Today, the Technical Department performs Depot Level Maintenance (DLM) on all land-based weapon systems of Defence. In addition to the periodic and major maintenance of these land-based systems, the department also carries out modifications, testing, and projects to improve the deployment of the Army. Because of budget cuts within Defence, major investments to maintain the complex in Leusden have been lacking in recent decad
